The main focus of EMPOWER PEOPLE lies on awareness raising and sensitization trainings for law enforcement agencies. The organization is also offering direct victim support and assistance to women vulnerable to human trafficking and domestic violence.About the Launch
On 4 November 2010 at 3:00 pm at UN Headquarters in New York, UNODC will formally launch the UN Voluntary Trust Fund for Victims of Trafficking in Persons, especially women and children. The Fund is one of the most important elements of the new United Nations Global Plan of Action to Combat Trafficking in Personsadopted by the UN General Assembly on 30 July 2010.
Celebrated humanitarians and actors Demi Moore and Ashton Kutcher will lead the Fund's kickoff, along with H.E. Joseph Deiss, President of the UN General Assembly, UN Secretary-General Ban Ki-moon, New York Times Pulitzer Prize winning author-journalist Nicholas Kristof, and UNODC Executive-Director Yury Fedotov, among others. Also attending the launch will be civil society leaders who have championed trafficking victims’ rights, as well as experts from academia and law enforcement, private sector supporters of the cause, and survivors of modern day slavery. Background
Human Trafficking is a crime against humanity. It involves an act of recruiting, transporting, transfering, harbouring or receiving a person through a use of force, coercion or other means, for the purpose of exploiting them. Every year, thousands of men, women and children fall into the hands of traffickers, in their own countries and abroad. Every country in the world is affected by trafficking, whether as a country of origin, transit or destination for victims. UNODC, as guardian of the United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocols thereto, assists States in their efforts to implement the Protocol to Prevent, Suppress and Punish Trafficking in Persons (Trafficking in Persons Protocol). The Fund
The United Nations has launched a fund to provide humanitarian, legal and financial aid to victims of trafficking in persons through established channels of assistance (the implementing partners), such as governmental, intergovernmental and non-governmental organizations.
The Fund was established in accordance with resolution A/RES/64/293 Article 38 of the General Assembly on 12 August 2010 - United Nations Global Plan of Action to Combat Trafficking in Persons. Article 38 states:
Establish the United Nations Voluntary Trust Fund for Victims of Trafficking in Persons, Especially Women and Children, to provide humanitarian, legal and financial aid to victims of trafficking in persons through established channels of assistance, such as governmental, intergovernmental and non-governmental organizations, which shall operate as a subsidiary fund of the United Nations Crime Prevention and Criminal Justice Fund managed by the United Nations Office on Drugs and Crime, and shall be administered in accordance with the Financial Regulations and Rules of the United Nations and other relevant provisions, with the advice of a board of trustees composed of five person with relevant experience in the field of trafficking in persons who shall be appointed with due regard to equitable geographical distribution by the Secretary-General in consultation with Member States and the Executive Director of the United Nations Office on Drugs and Crime.
To ensure efficient, transparent, and accountable Fund administration and to support uniform and consolidated reporting, UNODC is designated as the Fund Manager for the Fund. UNODC will administer the Fund, with the advice of a Board of Trustees appointed by the UN Secretary-General, in accordance with the Financial Regulations and Rules of the United Nations and the relevant policies and procedures promulgated by the Secretary-General.
Contributions
Contributions to the Fund may be accepted from governments, intergovernmental or non-governmental organizations, private-sector organizations and the public at large, in accordance with the United Nations Financial Regulations and Rules. Acceptance of funds from the private sector will be guided by criteria stipulated in the UN Secretary-General's guidelines on cooperation between the UN and Business Community.
Contributions may be accepted in United States dollars or any fully convertible currency. Such contributions shall be deposited into the UNODC bank account and recorded under the Fund created for this purpose by the Fund Manager, as per the banking information provided herewith:
