However, the most bizarre clause in the consent form is that if the child died at the institute the caretakers would not be held responsible. To make matters worse, parents had to agree to the caretakers allowing a post mortem if the child died without even notifying the parents.
Of the 12 girls rescued from the home, three were orphans while most were from disturbed families or had single parents. CWC found several documents pertaining to the girls, all aged between 4-12 years.
“The consent terms are really shocking. Parents were way too desperate to get a shelter for girls and simply signed the forms. Obviously caretakers at the homes wanted to take advantage of the desperation of the parents,” said a Thane CWC member.

Interestingly, some of the parents have already come forward to take their daughters back home. “I am too poor to take care of my daughter. Plus, I need to work as well and could not leave her alone. I signed the forms hoping that she would get a better life,” said a girl’s mother.
The authorities are also disturbed as the documents showed that there were 19 girls till April though there were only 12 girls at the time of rescue. “We are trying to find out where the remaining seven have gone. The rescued girls have told us that there were many others who were also sexually assaulted by Satish Pagi, the caretaker. It is likely that the girls were sent out elsewhere after they complained of sexual harassment,” said another CWC member.
Case background
In the early hours of September 1 an officer from Nerul police station found eight minor girls roaming near Nerul station.
The girls initially said that they were on a picnic, but the officer did not buy their story and took them to the police station.
Later, the girls revealed that they were inmates of Mukti Mission home and they had escaped from there. They alleged sexual abuse and physical torture at the shelter.
Police raided the home and rescued four other minor girls. They also arrested the caretakers Satish Pagi and Anita Pagi.
During investigations Nerul police found that three inmates were forced to have oral sex with Satish and were beaten up by Anita. The girls did not get adequate food and were forced to do all the chores at the home.
